Well Trev your right their ignorant of the way councils operate, and need the Advice Assistance a of Union Association or someone who knows the system, but this problem is so bleedin simple and the solution so fekkin obvious #-o #-o

Grandad strikes me as being a pretty shrewd operator and well capable of confronting the Chair of licensing and obtaining a quick solution, but even he's spouting legal crap ffs get on with it Grandad front the Chairperson up and yer mans on the road #-o #-o

Similiar probs in London merely required a phone call from TT AND THATS THE WORLDS BIGGEST lICENSING AUTHORITY FFs

When the DBS arrives, withdraw the appeal, add the cost of lodging it to the loss of earnings bill.

You have to bear in mind that I have never actually dealt with an appeal to the magistrates court. I tried ringing the court to ask the procedure but I just got a message saying they were busy and to try later and then i get cut off. I have sent an email to the nearest court asking how to go about it but I have not had a reply.
I have had a short reply from the chair of licensing. It is a new person in the position. I used to drive her around when she was the Mayor. She has promised to get back to me shortly.
The next "problem" that i have is that I go on holiday today for a week.
The licensing department are adamant that they will not issue the license until they have seen the DBS. They are also adamant that they will not refuse the license until they have seen the DBS.

I forgot to mention that our licensing team don't work on a Friday.

Tell him to go to the Magistrates Court and lodge an appeal.

Take the paperwork to the Council.

Insist on a licence on the fact that the Appeal is in. Accept if necessary, a short duration Licence, say 1 month, with the proviso that another will be needed if the DBS has still not arrived.
When the full licence is issued, withdraw the appeal, apply to the Small Claims Court for:
1. Loss of Earnings.
2. Cost of lodging Appeal.
3. Cost of Small Claims Hearing.

That is the info for him.
