TAXI ROW: 'Loophole' could still see convicted sex offenders driving taxis in Milton Keynes


An internal audit report into the taxi licence scandal has been published by Milton Keynes Council

THERE is still a possibility that convicted sex offenders could drive city cabs – despite a report investigating the taxi licensing scandal finally being published.

On Monday, Milton Keynes Council released its internal audit report into the debacle, which saw a convicted rapist handed licences for private hire and hackney carriage vehicles.

The report’s release was swiftly followed by the resignation of Subhan Shafiq – the former mayor who personally vouched for Nadeem Ahmed Kiani, 44, an ex-Skyline driver who was jailed for eight years in 1994.

Mr Shafiq bowed to the demands of the public by penning his resignation as a councillor in an exclusive letter to MKWeb.

But faults have also been found with the findings of the report.

Despite enhanced DBS checks on drivers and extra training for councillors on the regulatory sub-committee – which grants taxi licences – a blanket ban on anyone ever convicted of a sexual offence being granted a licence has not been agreed.

Although those currently on the Sex Offenders’ Register should not be granted a licence, it means anyone with a conviction for a sexual offence who had served their sentence before the register came into effect in 1997 – or has since come off it – could still slip through the net. Kiani himself managed to get a licence, despite being listed on the register.

The report states that the existing policy is ‘considered sufficient to deal with all eventualities to safeguard the public’.

Council leader Pete Marland said a blanket ban on all sex offenders had been considered, but councillors were advised against it by officers.

He said: “There has to be some discretion. If a 17-year-old is convicted for relations with a 16-year-old they go on to marry, that might not be balanced. If it was a violent offence they would be extremely unlikely to get a licence, but if there is discretion you can never say never.”

He added the report would be reviewed every three months.

Liberal Democrat leader Douglas McCall said: “There is still a potential loophole. The public’s view is that all sex offenders should be excluded.”

APOLOGY: Milton Keynes Councillor Stuart Burke apologises



Liberal Democrat councillor Stuart Burke has apologised for his role in the taxi-gate scandal.

He was the chairman of the licensing committee that granted Nadeem Ahmed Kiani a private hire taxi licence in 2011 despite his conviction of rape in 1994.

He said: "I have considered the report very carefully. In doing so I have reflected on my position and wish to formally apologise.

"I want to ensure that all that can be done to protect the public is achieved and therefore will be supporting the recommendations from the Council’s Audit report fully.

"I will make it my priority to ensure they are actioned."

But that isn't what happened.

Your council gave taxi licenses on the say so of councillors - nobody in the 21st Century vouches for a persons application for a taxi license ffs

Indeed, if you f*cking idiots done things properly, the applicant would appear in front of you and explain themselves - you can then refuse the application and then leave it to a magistrate. When things go t*ts up - blame the magistrate ffs

You cowardly bunch of b*stards

Just 1 in 5 Milton Keynes cabbies have been checked in three months



Fewer than one in five taxi drivers have been vetted since a rapist was hired as a city cabbie - and the council cannot say when the checks will be complete.

All 1,300 private hire and Hackney drivers were asked to undergo criminal record checks, but three months later just 241 have been inspected - and the council are already 10 days past their own deadline.

No-shows and drivers bringing insufficient documentation means the people of Milton Keynes won’t know if their driver has any convictions, while the taxi trade gears up for its busiest time of the year.

But council chief executive Carole Mills says the authority has “acted openly, quickly and robustly” over the scandal.

She said: “Audit reviews of all kinds of systems and processes in any organisation will routinely identify weaknesses.

“The DBS checks of all drivers are over and above what most councils do and we are working to conclude them as quickly as possible.”

This week’s council investigation report also revealed 33 drivers randomly selected to show their DBS disclosures as part of checks on their own system have failed to do so.

The council has given itself a deadline of February next year to complete this work.

That is the same time-frame given to the new chair of the licensing committee, Catriona Morris, to decide whether to disallow councillors from giving personal references.

Ms Mills added: “The vast majority of taxi drivers in Milton Keynes are decent, law- abiding, hard-working people.

“Whilst we are very keen to work with the trade, if a minority of drivers either refuse to come in or fail to answer our repeated requests to do so we will take more formal action against them.”

Council to scrutinise Milton Keynes taxi-gate tonight


Councillors will scrutinise the actions that allowed a convicted rapist to be granted a taxi licence at a committee meeting tonight.

MK Council audit committee will also “examine all processes and procedures” associated with taxi licensing in Milton Keynes following the release of an internal report last week.

The report will be discussed and debated by members including Councillor Stuart Burke, who apologised for his actions in light of the document’s publication.

Mr Burke was chairman of MK Council’s licensing committee which renewed the licence of rapist Nadeem Ahmed Kiani - despite documentation detailing his four separate convictions for serious sexual offences.

Speaking at the release of the report, MK Council’s chief executive Carole Mills said: “I commissioned this review in the light of the serious concerns brought to your attention in late August; both to understand how a convicted rapist had been granteda taxi licence and to examine all the processes and procedures associated with taxi licensing activities in our area.

“The Audit Committee will receive and examine the taxi licensing audit report when they meet [tonight].”

No outside bodies will be called in to investigate the scandal.

VIDEO: New licensing chairman: ‘Milton Keynes must move on from rapist taxi driver scandal’


Milton Keynes cannot be known for having “concrete cows, roundabouts and a rapist taxi driver”, says the new licensing committee chairman.

Speaking at the MK council audit committee meeting tonight, Councillor Catriona Morris said: “In this new world we now live in we will do everything we can to restore the reputation of the council and help the taxi service of Milton Keynes.

“It is vital that people don’t talk about concrete cows, roundabouts and a rapist taxi driver. It is vital we move on.”

She added that she looked forward to seeing councillors at the next cabinet meeting on December 10 to discuss changes and “make this a service we can be proud of”.

Councillors debating the internal investigation into the taxi licensing scandal tonight recognised the “reputational damage” caused to taxi drivers.

My guess is they will do something about the concrete cows and roundabouts. The rapist will be talked about for years.
