Income Tax has been devolved Yes :!:

Here's the Dilema, do we raise, decrease or a mix of both, I'm a little confused as no matter what we do will affect the block grant we recieve from Westminster :shock:

If we raise, the block grant is cut accordingly :shock:

If We lower taxes, which would mean Westminster having to increase the block grant unless of course lowering taxes meant creating more jobs as workers would flock to Scotland, this would then raise more tax, meaning again the block grant would be cut :shock:

No matter which way we use tax raising powers we can't raise extra income, Nicola is right, it's a power retained :x :roll:
