I read that on my policy and checked with the insurer. The answer is what Sussex posted above.

My policy has similar wording; the exception in the first paragraph over-rides the next bit.

Carrying "the letter" could be construed as carrying goods for hire and reward, in which case you don't need a taxi licence anyway. He was being paid to deliver a letter Carrying goods for hire and reward is dealt with in the case of Lindblom (or was it Lindberg?), a Swedish case relating to use of tachographs, but very well defines what is the carriage of goods for hire and reward. The EU has already stated that that case could also apply to the carriage of passengers for hire and reward.
