THAT'S why I used capitals for the word 'IF'. You also used the word "apparently " which is a little ambiguous to say the least. Why don't you come back to us when you have the correct information ?

What is to sort out. It wasn't a taxi driver or a taxi and it wasn't on a rank or anything to do with taxis. It was just something that i was asked.

Apparently the vehicle was not on the taxi rank. The PCN was not placed on the vehicle or given to the driver but was given to another person who was not even a passenger in the vehicle. The observation time recorded on the PCN states that the vehicle was observed from 14.30 until 14.30.

IF the vehicle was stopped on the rank then the observation time is irrelevant, I think the words 'No Stopping Except Taxis' accompanied by a blue circle with a red cross gives the game away !

If you read the above I state that the vehicle was not, repeat, not on a taxi rank. it was in a car park at a place where coaches visiting the town drop off and pick up passengers.

Bus stops and bus stations have the same treatment in law as a taxi rank you can't park there not even for a second unless like our bus station it is on private land albeit council owned and the council has never gone to the trouble of getting a bylaw passed for that ! But certainly bus stops on public roads are an automatic penalty with no grace period neccessary

Taxis can stop on a Bus Stop, but only for the time it takes to embark or disembark passengers.

Busses can stop on a Taxi Rank, but only for the time it takes to embark or disembark passengers.

Private Hire and Private vehicles may not stop on either, even to embark or disembark passengers.

Our Council have told us that we can stop at a bus stop as long as we're not obstructing it.

Taxis can get a special license from VOSA so that they can pick up at bus stops.

I can show you the permission I detail, can you show me where it says PH can do the same?

It is absolutely not required, a Taxi can pick up or drop off at a Bus Stop, a PH or private vehicle may not, even if they have a "Blue Badge". It is very clear.

Any driver of any vehicle can stop, drop off, pick up or park anywhere he/she fancies. However...

If a charge or fine of some sort is issued, it must state the contravention. It is then up to the driver concerned to challenge or accept. Simples!
