 Post subject: Hackney?

Location: Over here.
Over the time I have had many people claim that a Hackney cannot take bookings, my own take being is that they/I can. My reasoning being is that many a flag down has asked me to pick them up later on, and I am not allowed to refuse a fare!

Having said that; Myself being an independent Hack i.e no office etc do not as such hold an operators license as required for say running an office/base. I hold a dual badge - how do I stand?

Thank you, it was as I thought.

What set me thinking was this recent problem that we have in Cardiff, a P.H driver wrote in to our local rag stating he had been a P.H driver for 13 years, his take was that we could not take bookings, unfortunately misinformation such as that, does not help.

When a hackney takes a flag down or other non pre-booked journey it's acting as a hackney carriage,
When it takes an advance booking it's acting as a private hire for the duration of that fare.....

Hence why Derby may be saying that hacks can't use bus lanes whilst on pre-booked jobs because at that moment they are acting as PH.

its in the byelaws most have the following wording;

The proprietor or driver of a hackney carriage who has agreed or has been hired to be in attendance with the carriage at an appointed time and place shall unless delayed or prevented by some sufficient cause, punctually attend with such carriage at such appointed time and place.

I don't agree. A Hackney is always a Hackney. just because a Hackney take an advance job it does not make it a Private Hire.

You can take as many bookings as you wish.

Been that way for 168 years.
