Just like a HC can work regular (but not for the majority of its time) in another LA, can a PH do the same now?

i.e. work off any base anywhere?

I don't believe so. All private hire work must still go through the operator. That is the operator from the district that the car is licenced in. A ph car from Rutland can't work for an operator from anywhere else it can only work for a Rutland operator. The Rutland operator can accept work from an operator from elsewhere.

I think they have always been able to work where they like, but the bookings must always be taken in the licensing area to which the vehicle and driver share.

However many numpty councils, and even more numpty firms, ignore that basic piece of law.

A law which applies post Deregulation Act in the same way as it did pre Deregulation Act.
