Any ideas when exactly a PDA+cabdespatch can track a car, when its on, or only when its LOGGED on (to the system)?

If there's power in the battery I bet they can still track the PDA.

In theory it's possible to do that but we don't and I don't know any other company that does.
Technicalities aside, I'm not sure of the legal implications of covertly tracking employees while they're not actually working.

Describe who is your employee.

An operator is held responsible at all time for vehicles under his control,if it is only working for one operator and is on the Council returns sheet as such why should the operator not know what the vehicle is doing at all times?

Well if it's a company owned car then maybe the owner might want to track it outside shift hours to check that it's not being excessively for personal use.
That said, we've never been asked to track a none working car be it private hire or hackney or least ways not that I can remember.
Certainly in the case of owner drivers, tracking them outside their working hours could open up a right can of worms.

If the PDA is the property of the company they should be able to check where it is for their own safety.

If it's an android device, you can track the location of it using their device manager.
