If Manchester City licensing tests are done as MOT's proper or issue a Certificate of Conformity?

I was told that if the council do a compliance test you can ask for an MOT certificate as well, maybe pay a £1 for the admin.
After a previous pit test I asked for the MOT only to be told 'in order to issue one we have to carry out an MOT test', when I asked what the difference between the compliance and MOT tests was they said 'the compliance tests stricter' !

So they'd have to do the compliance test, then do a less thorough MOT test before they'd issue an MOT certificate, even though they'd just checked everything (and more) on the compliance !! #-o And charge me for each test seperately !

They must drive the car off the ramps then back on again for two different tests. Round here one bent operator who had a beef against the Council took his motor for a Council Test and MOT, when he came out he used a screwdriver to make a hole in the vehicles floor. He then took it to VOSA near Nottingham who came down on Mansfield Council like a tonne of bricks.
