Where did Councils get their criteria for engine sizes from? Ours state that the minimum engine size must be 1250cc. However, as far as I can tell this figure has been in the policy since inception and has never been reviewed. I have had a look on the interwebbythingy and a 1980 Cortina 1300 had a BHP of around 60 and the 1600 was about 75 BHP. With modern engine technology you can now get engines with a 900cc capacity that produce 90 BHP.
Isn't it time that Councils reviewed this outdated condition to take account of modern engines?

our council does not have any engine size stipulation we have in the past had 1200 CC vauxhall novas plated (a long time ago)

engine size is irrelevant these days it is the carbon footprint that counts nowadays

I find pulling off in a 1600 TDCI with 4 passengers on-board a real problem. God knows what it's like in a 900cc?

The petrol version of the logan is 900 cc but pulls 90 bhp. it had no problem with 4 of us in it. I suppose it depends on how you want to drive.

and how strict are they?

ours used to state "1.6"

(didnt say diesel or petrol) but many "1.6" models are actually (say) 1590cc....

But after 60,000 miles how many of those 90 horses will be lame, or died?

its torque wot moves cars from a standstill

1.6td Superb has 102PS (German for horses) but 250 Nm @ 1,600 rpm

MK3 Cortina 2ltr petrol 132 Nm but not till 3200rpm

Mk3 130PS mondeo tdci 330 NM at 1800rpm

When my son got his badge his private car was as you would say 1250 but it was actually 1247 and it was not permitted.
