So based on my drivers getting 100% of the money for account work (we don't take a cut) and they keep 100% of cash work money (we don't take a cut) then I don't have to account for VAT on any money from cash or account work. I only have to account for VAT on the money the drivers pay for the use of the car.
I think as you are contracted to do the work, and you bill the customer directly, and you stand the loss should you be bumped, then you should be charging VAT on the full amount.
And your drivers have no control over the rates charged.
