our council leaves you a voicemail message to tell you your plate or badge is ready for collection. This has happened to me the last 4 times when i was unaware a voicemail had been left and ended up not realising plate was ready for over a week as voicemail didn't appear until I got a message from mobile phone company telling me it was about to be deleted

I don't think that that is a "best practice" way to go about things I think they should either ensure they speak to you in person or email you. I doubt this is covered in any government guidance but is there any way to get this practice changed ?

I think a voice recorded call could be taken as good service.

Nothing stopping a driver calling in and asking if their stuff is ready.

If you are renewing your badge all councils should issue it when you apply in person.
If you are renewing your vehicle license, when you go to get your vehicle tested the plate should be ready to issue on confirmation the vehicle passed.
