Bilking according to the guidelines is an offence under the THEFT ACT 1978 s.3 and is not a civil matter which certain Authorities claim.

Health and Safety at work 1974 Act. Several offences which never see the light of day are committed on a regular basis through lack of enforcement.
Offences are being committed by P.H. Operators,vehicle proprietors and drivers whether employed or self employed on a regular basis.

Taxi touting and taxi soliciting are quite different offences to that of non payment.

Akin to an orange not being a carrot.
