If a driver takes a fare out of line at the rank it sounds like they'll have some sort of trial to work out whether he's guilty or not.
You'd almost need to be a lawyer to work this out anyway.

Think that last bit is saying if it's licensed as an eight-seater then you can take up to eight passengers.

Somehow I doubt if the highlighted condition always complied with.
Doubt if the following is complied with to the letter either. And I wonder how a "disabled person" is defined?
