Glasgow City Council’s Licensing and Regulatory Committee did not deem Jagraj Singh a fit and proper person to be driving a private hire car in the city.
Councillors heard how he has been sentenced to a 100 hours community payback order and two years supervision the terrifying incident on New Year’s Eve.
Mr Singh told the committee he was stressed out at work and decided to blow off some steam to bring in 2018.
According to the police report he said: “Do you want me to cut your throat, you bitch?”
It caused his wife and children to shriek in terror and call her father, who called the police.
A councillor called it “quite disturbing”.
However, Mr Singh said: “I was previously working as a bar man for 12 years and it was taken over with new ownership so I had left for another job, the job didn’t suit me.
“I was a bit upset, my cousin had come up from London and had been drinking – I don’t really drink – and on New Year’s Eve I decided to drink and went out of control.”
Mr Singh said he just happened to have the knife in his hand because he was “cutting rolls”.
Apparently, his drinking was a break in a six year spell of abstinence due to an alcoholic past.
He told the committee he is currently working in a restaurant in the West End and helping his brother in a laundrette.
Alex Wilson, committee convener, said: “Whatever you said you were using the knife for, you did put your wife and children into fear and alarm – which is quite disturbing, to do that to a family member.
“So, what would you do in terms of the public?”
Rhiannon Spear said: “My concern is linking this with your circumstance, being a taxi driver is an incredibly stressful job.
“You will have to deal with incredibly drunk people in your car with the smell of alcohol.”
