These are not only the lawmakers,enforcers and policy makers at Councils.

They will always make suggestions which will make it more trying for the licensee but much easier for the licensing officer who wants to do all enforcement from a warm office,behind a computer screen so when they drop a bollock they can blame the computer.
They ensure that as the lawmaker/enforcer the licensee will on many occasions have to seek advice (which does not come cheap)from one of these who are proposing these laws,it is called making a GRAVY TRAIN.
