But, as I said before, the council here can use the word taxi to mean both HCs *and* PHVs, as do many others.

Of course, the letter of the law is slightly different, especially in the context of the traffic orders, but it doesn't help if the council confuses rather than clarifies the terminology, and even in the more informal context of press reporting it doesn't help that even this article confuses things with its 'taxi boss' description in the headline etc.

I mean, it's Preston Council's *licensing* page that uses the word to mean both HCs and PHVs, it's not a press article about a driver getting shirty because someone puked up in the back and wouldn't pay the soiling charge.
