I sort of agree with Nigel in that for ceremonial events we already have umpteen other dignitaries that can cover them, i.e. Lord Lieutenants, Deputy Lord Lieutenants (loads of them in each area) and Sheriffs to name a few.

However I think a Mayor is needed to chair the council meetings.

I doubt you could get any the people you mention to turn up to an infant school with only 10 pupils on the roll to hand out sports day prizes. It is communities like that who appreciate the Mayor turning up and talking to them.
As for sheriffs, the only sheriffs that visit around most places are collecting debts for a court.

Maybe it's just down here but I personally know at least 3 or 4 DLs that would.
