anyone else shed anymore light here ?

As I said last week when you asked it's a planning issue, and has nothing to do with licensing.

I know people who have had problems with neighbours and the like because they haven't applied for planning permission.

What youve been told are probably just the guidlines, and each case is probably considered on its merits.

The council can just license vehicles and drivers and have no licensing powers as regards any base that you use.

cheers m8..geting my head round all this  just

why the hell does all this red tape have to be so dam confusing for everyone ?
do the councils really want people to start a business ?

I think it's the others in your trade that are making it confusing and trying to stop you starting a business

I would stop listening to them and just deal with the council. On our vehicle license application forms it says something about having to apply for planning permission if you are operating from home, but I havent' got a form so cant remember exactly what it says. It's no problem for me, because I keep the car at home but dont work from it, so it's really just like anyone travelling to work from home.

But the problem is that some people try to run a fleet of vehicles from their home and obviously this can cause problems with the neighbours if cars are coming and going at all hours, clogging up the streets with parking etc.

I think the problem is that with those kinds of operations you may well be on divert most of the time but if you want to offer a comprehensive service there will be times when you want to be at home and take calls from there, or you may get calls late at night just when you've gone home, and might want to nip out and do it.

The problem is balancing the amount of hours you are sitting in the car with offering a credible service, which entails being available for lots of hours. Unless you want to spend all your waking hours in the car, providing a proper service will entail a bit of coming and going from your residence or wherever your car is parked up, which could result in the neighbours getting uppity.
