No the council want the GP to fill in a different piece of amatuer council paperwork to simply say that in the GP's opinion your fit to drive and have attained D4 levels.
Indeed, but no different to the scenario in the St Helens piece I linked to earlier - GPs won't want the ultimate responsibility of declaring a driver 'fit and proper', but obviously LAs would prefer they did, thus trying to avoid the blame if it all goes pear-shaped, Glasgow bin lorry-style.
But ultimately, as things stand, legally the onus is on LAs to decide fit and proper status.
And to be fair to the Scottish Parliament (for a change) I doubt if the scenario overall up here is a whole lot different south of the border, as indeed the St Helens article demonstrates:
