I think this version of the phb bulletin board is too old to accommodate attachments, Roy.
And, for what it's worth, from what I know about phpbb, updating to the latest version just to add an attachment once in a blue moon would be like swapping a brand new S-class Merc for a rusting Austin Allegro because you like rectangular steering wheels
(To be fair, the updated phpbb does have some positive features as compared to this one that would be useful, such as longer thread titles and automatically resizing photos so that they don't cover the whole screen
But in my opinion the downsides of the latest version easily outweigh the benefits
