I suppose nothing, but it's down to the operators to ensure their vehicles are fully licensed with fully licensed drivers.
So if someone with Autocab, or the like, has a similar issue, then they are also at risk of losing their ops license.
That said I'm pretty certain Autocab down allow driver's pictures to be uploaded manually by the drivers themselves.
