Vaping to be banned in taxis?

A Norfolk council could ban passengers from vaping in taxis.

North Norfolk District Council (NNDC) will hold a public consultation next month on changes to its taxi licensing policy.

And potential updates to the rules include the banning of taxi passengers from using e-cigarettes and vaporisers.

A report discussed by the council's licensing committee on Monday, January 20 stated: "The driver must not smoke, or permit any passenger to smoke, in a licensed vehicle at any time.

"This includes the use of electronic cigarettes (e-cigs), personal vaporisers (PV) and electronic nicotine delivery systems (ENDS), which are also prohibited."

The council is also debating waiving the application fee for fully electric vehicles and is "encouraging the uptake of low emission and electric vehicles in the district".

Licensing officer Lara Clare said the six-week public consultation would be launched in February 2020.

This double mention of passengers and omission of drivers would seem to imply that drivers are already banned. Or that drivers won't be banned. Or whatever


Presumably this is the proposed rule, but the report doesn't actually say so.

But if it is, then obviously the prohibition would apply equally to drivers and passengers

Both drivers and passengers has been banned from vaping in licensed vehicles here for many years.

Yes, I suspect the proposal here would be the same for both drivers and passsengers, rather than just applying to passengers.

But reminds me of a slight anomaly pre-smoking ban days, when drivers here could smoke in the car (when no passengers on board), but they could stop all passengers smoking. Although in practice the latter could be difficult to enforce at times.

It's the norm everywhere, it's just taken these yokels a while to catch up.

What annoys me is that the council are bringing in the new rule but expecting drivers to enforce the policy.
