Indeed - it's 'its', not 'it's'
('It's' is always short for 'it is' or 'it has', so if you read that into the sentence it doesn't work:
"We have our own language, rituals and code of conduct but we have always served the city, it is citizens and visitors."
So the correct usage is as follows:
"We have our own language, rituals and code of conduct but we have always served the city, its citizens and visitors."

Presumably the figure relates to *badges* rather than plates being handed back in?
As I recall it there's around 3,500 HC badges in the city, as compared to 1,300 or so HC plates.
So plenty of scope for reducing badge numbers without affecting the actual number of plates in issue.
But the decrease in HC badge numbers probably just further reflecting the shift from public to private hire, not just Uber-wise but to the PH sector generally, and app-based booking in particular.
