there is a large difference between the response of some councils I have two vehicles due for testing and one is due renewal at the end of April...........

We have had an email off our council today

Renewals can be made online as normal and supporting documentation can be emailed or posted. If you post your supporting documentation there may be a delay in dealing with these.

Where the proprietor has been unable to obtain the 6 monthly compliance certificate from a nominated garage due to closure, we will accept a newly issued MOT certificate. A compliance certificate must be obtained at the next scheduled test.

If a compliance certificate or new MOT has not be obtained a vehicle cannot not be re-licensed. (We will keep this under review if further restrictions limit garages).

Applications for new vehicles will be accepted where a full complete application has been received, this must include a compliance certificate. If a compliance tests are not available, the application will be considered incomplete and will not be processed.

Where a new vehicle application is fully complete and can be processed, we will endeavour to complete this, however, if we are unable to produce the relevant plate due to staffing or other circumstances the vehicle will not be licensed.


so if the garages all shut we're screwed and the council has shut down the bulk of their operations so whats the betting they will stop all staff going to work

This is how B&H Council are dealing with the issues you outline.

Dear Drivers and Vehicle proprietor,

The current situation regarding COVID-19 is going to stretch the service that we provide to you. While we have plans in place to try to minimise any disruption, the unprecedented nature of the challenge means that we need your help to achieve this.

What You Can Do

• Only contact us if you need to
• Please allow extra time for us to deal with your request.
• Use email instead of the telephone. HCO@brighton-hove.gov.uk
• Give us as much information around your request as you can.

Vehicle Renewals

We understand that during this time it may not be possible to obtain certificate of compliance / fitness or a CCTV compliance check.
if none of the council designated garages are open we would allow an MOT certificate from any garage.

Please complete your Private Hire or Hackney Carriage application form as normal ensuring that all parts of the form are completed this should then be left in the post box at the main entrance to Hove Town Hall (to the right of Sebastian Cafe).

Please ensure that all documents are included.

1) Completed renewal application.
2) Insurance certificate.
3) Certificate of compliance or an MOT certificate
4) CCTV compliance if able to be obtain.
5) Vehicle registration document – V5.

Driver Renewals

The length of licence will depend on how much evidence you can provide that you are Fit & Proper and able to Live & Work in the UK.

We will try to issue a 1-3 year licence but for some drivers a 6 Month licence will be issued in order to complete some checks at a later date.

Please complete your Hackney Carriage Dual or Private Hire drivers applications form as normal ensuring that all parts of the form are completed this should then be left in the post box at the main entrance to Hove Town Hall (to the right of Sebastian Cafe).

Drivers not needing a medical or DBS

A 1-3 year licence will be issued provided that you have a uk passport and provide a copy of the passport. (DO NOT SEND IN YOUR PASSPORT)
For drivers without a uk passport a 6 month licence will be issued and then you will be contacted to arrange to bring your passport and driving licence into the office once restrictions have been lifted.

Drivers needing a medical

We appreciate that it is difficult for some licence holders to obtain medicals due to a reduction in NHS services due to the Coronavirus. Please continue to obtain these through your GP if possible, if you are unable to then please ask your doctor for a copy of the last 12 months of your medical history or obtain a private medical that meets the requirements of a group 2 standard.

To enable the licensing authority to ensure public safety, the licensing office will be assessing each licence holder application individually on its own merits whilst taking into account the latest government advice, some licence holders may have underlying conditions that need carefully reviewing before the decision is made to issue a licence, unfortunately in some cases a licence renewal may not be determined until there is sufficient evidence that you meet the group 2 standard. In every case we would advise licence holders to continue to try and obtain a medical if it’s required either through their own GP or a Private medical.

1. Medical Form completed by your own doctor. If your unable to obtain a medical then please obtain the last 12 months of your doctors notes. ALL medicals will be referred to the Council’s Medical Advisor for assessment
2. Completed Diabetes Questionnaire if applicable.
3. Completed Application Form (Green)
4. A copy of your passport if you have one (see above)
5. DBS Certificate if you are signed up to the DBS update service

On receipt of you application we will email you a link from GBG Know Your People for you to register and give consent for a DVLA driving licence check.

If you need a DBS please follow the instructions on your renewal letter. Many post offices remain open for verifying your documents.

but it is still the problem though that in a couple of days time uk gov could order ALL garages to close so it wouldn't be possible to get ordinary MOT would it

Then councils will have to amend their policies based on what actions the gov undertake.

Think garages can still do them.

The new law/rules need to be consulted on, as a matter of law, so when that's done very shortly we won't need them.

I suspect from then garages won't be able to log onto the MOT system.

If taxi/compliance tests are put forward 6 months,that still leaves the expense of taxi insurance.if we are not earning any money then paying for the insurance will be difficult,and lets face even for old timers it's not cheap!

So you have two vehicles due for testing?

Do you mean an MoT test?

The MoT article states that any valid MoT will automatically be extended by six months if they fall due after Monday 30th, on which date the extension system comes into operation. So as far as the MoT is concerned, as long as they don't expire before Monday then you should be OK.

Don't know how this ties in with your council's renewals procedure, but it looks like they'll have to amend their email to take into account the MoT extensions. Indeed, they do say that it will be kept under review 'if further restrictions limit garages', so presumably the MoT extension should be relevant in that regard.
