The MoT article states that any valid MoT will automatically be extended by six months if they fall due after Monday 30th, on which date the extension system comes into operation. So as far as the MoT is concerned, as long as they don't expire before Monday then you should be OK.
Don't know how this ties in with your council's renewals procedure, but it looks like they'll have to amend their email to take into account the MoT extensions. Indeed, they do say that it will be kept under review 'if further restrictions limit garages', so presumably the MoT extension should be relevant in that regard.
