Indeed, the insurance position is potentially interesting.
And no doubt Lewes could be doing more. But some automatically extending licences, so Lewes doing a tiny bit more than them - they're requiring some sort of communication to that effect.

I think that any council that has officers in isolation, or simply no staff available to relicense, should consider that option.
