it is/was...but at the LA discretion, usually denied

the "act" said so

No it did not, 3 year would be the norm but an application for a 1 or 2 year licence can not be refused for refusing sake, person who is 64 and wants a 1 year licence as he is going to retire at 65 cannot be forced to shell out for a 3 year licence.
