Ask your cab office which part of which act permits your council to dictate what you as a PH can charge.

If the PH has a taximeter fitted, and the journey is within the licensed area, then it has to meter the journey and cannot charge more than the metered fare and cannot apply extras other than those stated on the tariff sheet.

That's the rules that your council have made up, but do they have the power to make them?
There's no power in the Act for councils to set PH fares, so it could be the case that if you challenged them the rules would be declared illegal. Why would the act specifically include the power to set taxi fares but does not mention PH fares, if it was intended that councils should have the power to set PH fares?
A couple of years ago a few councils took it upon themselves to set minimum prices for alchohol served in pubs, but this was declared illegal when challenged.
I suspect that the reasoning was that if councils were supposed to set prices for booze then the act would have said so, but it didn't - ditto PH.
But of course in a similar thread before Xmas we concluded that some councils just please themselves and rely on the fact that they wouldn't be challenged.
