Passengers can complain about taxi drivers - by scanning barcode in their cab

Plans to enable taxi passengers to report their complaints using a barcode on vehicles have come under fire from some cabbies.

A new web page with links and guidance is also being created to make it easier for customers to report incidents to Stafford Borough Council.

It forms part of changes to the authority’s taxi licensing policy and vehicle standards.

A consultation on the proposed revisions was carried out with members of the local Hackney carriage and private hire trade, Stafford and District Access Group, police, the fire service and the county council during the summer.

The authority received around 40 responses, including many from members of the Stafford Taxi Association, as well as individual private hire drivers and Staffordshire County Council.

A council report on the consultation responses said: ”There was a large response as complaint stickers are to be displayed in all licensed vehicles. Drivers were not happy that the council were encouraging customers to complain about them, as well as having to have a further sticker inside their vehicles.

“This point was considered, but the statutory standards are clear and state ways to make a complaint to the authority should be displayed in all licensed vehicles. As a compromise, the sticker will now state ‘compliments/comments/complaints’.”

Drivers also questioned proposals for a mileage limit on vehicles.

The report said: “(They) were concerned as to why a mileage limit was necessary as modern engines of today will easily do 300,000 miles if well-serviced. This was accepted and the 150,000-mileage cap has now been removed from the policy.

“The safety of the vehicles are governed by the MOTs, which increase to two a year once the vehicle reaches its seventh year.”

Stafford Borough Council members approved the revisions at their latest full meeting,

Councillor Gillian Pardesi said there were 'significant positive changes' to the policy. She added: “I would urge everyone to support it.”

Councillor Jonathan Price, cabinet member for the environment, told fellow members the 'new robust complaints system' for customers has been created 'to ensure that a pattern of behaviour by drivers or operators can clearly be recognised which enables licensing to establish whether they are fit and proper to hold a licence'.

He added: “A compliment/comment/complaint sticker has been devised to be placed and displayed on the rear, side windows of each licensed vehicle, which will be issued to all drivers for display and will be made mandatory. This contains a QR code which directly puts a customer through to the appropriate form for reporting purposes.

“Operators must also create a suitable complaints procedure through which they will record and subsequently investigate all complaints made in relation to any driver or vehicle which is operated by them. The complaints procedure must also record the outcome of any investigation.

“New requirements for the Disclosure and Barring Service (DBS) checks mean mandatory sign-up to the online update service, to enable the licensing team to regularly check the status of drivers every six months to ensure there have been no unreported incidents that the council would need to be aware of and ensures the protection and safety of the public.

“As the DBS service cannot access criminal records held overseas, only foreign convictions that are held on the Police National Computer may, subject to the disclosure rules, be disclosed. Therefore it is now a requirement of applicants for a licence to provide, where possible, criminal records information or a ‘certificate of good character’ where there have been periods living or working overseas.

“More onus has been placed on private hire vehicle operators to ensure that licensing authorities are assured that those that are granted a private hire vehicle operator’s licence also pose no threat to the public and have no links to serious criminal activity.”

The authority’s current taxi policy and licence conditions were approved in September 2020.

Mr Price said: “At the time, the Department for Transport (DfT) had just published its document on the statutory taxi and private hire vehicles standards.

“As there was very little time to include their standards in our proposed policy and conditions, a decision was taken to continue with the consideration of our document, so as not to avoid any undue delay in their implementation.

"This was particularly important as the proposed policy and conditions contained several changes to the benefit of both taxi drivers and their customers, including changes surrounding extending the life of vehicles.

“The DfT document was produced as there is evidence to support the view that taxis and private hire vehicles are a high-risk environment. In terms of risks to passengers, this can be seen in abuse and exploitation of children and vulnerable adults, and although the focus of these standards is on protecting children and adults, all passengers will benefit from the recommendations within it.

“These standards are therefore focused on safeguarding and include extensive advice on checking the suitability of individuals and operators to be licensed.”

Great compromise - that'll help allay any concerns :roll:

Anyway, the council justifies all this by saying the 'statutory standards are clear', implying that this is required by an Act of Parliament.

So does this mean every car in England will be required to have an effectively identical system?

Open to abuse by p1ss heads and other grievance seeking trouble makers or even by competitors plants.

An extra 'bar' added to the code with a marker pen and an exclamation of 'ooh is it not working, scan it again' should fix any problems. :badgrin:
If it gets checked at pit time hand sanitisers good at removing stubborn ink marks ! That's of course if some 'customer' hasn't peeled it off (without you knowing of course). :wink:
