MINUTE OF MEETING OF THE REGULATORY FUNCTIONS BOARD
(Renfrewshire Council)

HELD ON 25TH AUGUST, 2005

2. LICENSING OF SPECIAL EVENT VEHICLES

There was submitted a report by the Director of Corporate Services relative to the licensing of special event vehicles.

The report intimated that any motor vehicle carrying eight or fewer passengers on a pre-booked hire required to be licensed as either a taxi or private hire car unless specific exemptions applied. Over recent years a number of companies had started operating special event or novelty vehicles such as stretch limousines, fire engines and ambulances. When these vehicles were pre-booked and carried eight or fewer persons then they would require a private hire car licence and the driver would require a private hire car driver’s licence.

It was noted that at present the Council’s policies and conditions with regard to private hire car licensing only allowed for vehicles that had 4 doors and were either a saloon, estate, 5 door hatchback or MPV. The Council’ s policies relating to vehicle age and colour may also be unsuitable for special event vehicles. Meetings had been held with other local authorities and Strathclyde Police with a view to reaching consistency in the type of vehicles to be licensed, the conditions which should be imposed and consistency regarding licence and inspection fees.

DECIDED: That the Head of Legal Services be authorised to proceed with consultation with a view to the implementation of a licensing scheme for special event vehicles.

I'm not sure that is quite right. :shock:

It doesn't matter how many these things actually carry, but the number they can actually carry i.e. have 9 seats but carry 5 is ok, have 8 seats but carry 5 is not ok.

Unless licensed as a cab or PH.
