If a driver picks up a drunk passenger who pays by credit card, gets a couple of miles down the road when the passenger gets out to puke. The driver then drives off to avoid further problems leaving the passenger standing. The driver turns off the metre immediately so the passenger is only charged for the distance travelled.

Could the driver be in trouble with his L.A. ( PCO )?

I would suggest the aforementioned drunk was partialy sick inside the Taxi, then refused to pay the soiling charge, so you had no choice but to take the Taxi out of service to clean it.

Clearly he could'nt get back in because of the mess, and was abusive to you when you explained this to him.

Simple.

Presumably your rules allow you to broom drunk customers?

If so, I can't really see a problem even if you are truthful about it.

Of course, it could be said that you shouldn't have taken him originally, but it's often not clear how bad some of these people are at the outset.

Personally, I usually allow such people back in.
