Even stupid people can work out that when a trade doesn't have an increase for 9 years, it will be quite a significant rise when they do.

But if the part-time cabby has been in charge of the trade for any of those 9 years of no increase, then it's best he sticks to the day job and lets someone else do the negotiations.
