Both carriageways were shut at about 13:40 GMT after a fire broke out on the southbound carriageway between junctions 26 and 27.
Nottinghamshire Fire and Service said seven electric vehicles on the transporter were "well alight".
Highways England said it was a "complex recovery" and closures were expected to stay in place throughout the evening.

The motorway has been closed northbound between junctions 26 and 27 and southbound between junctions 28 and 26.
Nottinghamshire Fire and Rescue Service said: "The north and southbound roads will remain closed until all of the vehicles have been safely removed.
"This will likely be after 21:00 tonight."
No injuries have been reported, the fire service added.
Earlier, it said there was a "large smoke plume" and advised motorists to avoid the area.
