Chester taxi driver refused to take blind couple's assistance dogs in his cab

A taxi driver who refused to carry assistance dogs for two blind customers has been fined. Nozir Rahman, 31, from Chester, pleaded guilty at Chester Magistrates Court on Wednesday, September 10, to one offence of refusing to carry a blind customer who had an assistance dog with him.

On the day of the offence, in February this year, the claimant’s partner had called KingKabs to book a taxi to Chester Railway Station explaining that they both had assistance dogs. Rahman arrived in his taxi but refused to carry the dogs and then drove away.

KingKabs reported Rahman to the Cheshire West and Chester Licensing Authority and the defendant was then interviewed under caution. He gave three different reasons for not carrying the dogs - firstly to the complainant then to the taxi company and later council officers when he was interviewed.

Rahman received fines totalling £580, including a victim surcharge of £80 and a contribution to prosecution costs of £300. Taxi drivers have a legal obligation to accept assistance dogs unless they have a specific medical exemption certificate issued under the Equalities Act 2010. Drivers are made aware of these legal requirements during their training.

Rahman will now be required to go before the members of the General Licensing Sub-Committee which will consider whether he is “fit and proper” to continue to be a licensed driver.

Sadly, there is a common denominator in these kinds of articles, and someone/some people need to rectify it.

An Uber driver has been fined after he admitted refusing to accept a passenger with a guide dog.

Yasar Rehman Butt had been called to pick up a passenger at Smithy Carr Lane in Brighouse on 13 February this year, Bradford Magistrates Court heard.

But when he realised that his female passenger was visually impaired and used a guide dog he refused to take them.

The 48-year-old defendant, of Brantwood Oval in Bradford, said he had been "confused" by Uber's guide dog policy, but pleaded guilty to a single charge relating to the incident.

Prosecuting on behalf of Bradford Council, Waseem Raja showed the court a video which he said indicated an "argument" between the passenger and the driver after he said he could not take her.

Mr Raja said: "He has simply refused to transport her. Butt was told numerous times he legally can't refuse a person with a guide dog, and he just carries on refusing then drives away.

"He now accepts what he did was wrong. He says he is new as a taxi driver and didn't know what the requirements were."

Representing himself in court, Butt told magistrates, "I was confused", at the time of the offence.

He was fined £200 and ordered to pay the council's prosecution costs of £1,360, the Local Democracy Reporting Service said.

Now we have a home secretary who claims to be in politics to further the cause of muslims I wonder how long before it will be classed as islamaphobic to ask a muslim to carry a dog

I had the misfortune of taking this couple, along with their two guide dogs last week. I haven’t took such an obnoxious, argumentative and downright rude passenger in a long time. I won’t go into details but I’ll do my best to avoid her (legally) in the future. Felt quite sorry for her partner who was trying to be friendly. It’s not a reason for the PH drivers refusal but I would have refused her travel if she hadn’t had her dog with her!!
