I can't believe that Starmer, when given the recomendation, didn't ask any questions such as " what was the outcome of the security vetting?"
At the end of the day he appointed Mandelson so it must fall on him, and him alone to take the responsibility. He is deemed to have known.

One of the first things lawyers learn in legal school is;

Never ask a question you don’t want to know the answer to.
