If Uber wanted to bid for council contracts, to then pass that work to drivers on their fleet, they can.

There is nothing legally stopping Uber undertaking any work that comes their way.

They may be a multi billion turnover business, but when they receive a PH operator’s license, they are no different from Bill and Ben taxis.

Maybe the rules are different in Fife - well, as portrayed by the council manager they must be. But who knows?

I doubt Fife has their own rules, but clearly they have an LO that knows sweet f*** all about operating law.
