So the rehash in the evening paper is just a bit of marketing, basically. I mean, read all this and you'd never know it was just a statement of the law, in simple terms. Except that when they quote what the sticker actually states it says "Meter MUST be engaged by law"
But the rest of the Evening Times's piece just reads like the circuit is doing something that's unique to them. Making a virtue out necessity, I think the phrase is

The company has announced that all vehicles in its fleet now display stickers promising passengers that meters will be used on journeys starting and ending within Glasgow.
The company said the policy applies across its fleet and is based on safety, value and fairness. Stickers are displayed prominently on the outside of each vehicle, so passengers can see the commitment before entering.
The signs read: “Pick Up Glasgow – Drop Glasgow. Meter MUST be engaged by law. Card Payment Accepted.”
The move follows concerns across the wider taxi trade about passengers being quoted or charged fares without a meter being used for journeys within cities, although Glasgow Taxis said the issue was not specific them.
Public feedback and social media discussions highlighted the need for a guarantee that passengers could identify easily, the company said.
The proposal for vehicle signs was raised at Glasgow Taxis’ annual general meeting earlier this year.
Members backed the plan, and the rollout is now complete.
Glasgow Taxis chairman Dougie McPherson said: “Safety, value and fairness are at the heart of the service Glasgow Taxis provides 24 hours a day.
“By displaying the meter price guarantee across every vehicle in our fleet, we are giving passengers a clear and visible assurance that the meter will be used for all journeys that start and end in Glasgow.”
He said the scheme was intended to provide a consistent service and help customers understand what to expect when using a Glasgow Taxi.
Glasgow Taxis said a consistent approach across the city’s taxi trade would further support public confidence.
Earlier this year, the firm announced an expanded taxi marshal service at key event ranks. Marshals assist passengers at those locations as part of measures intended to support customer safety.
All Glasgow Taxis vehicles continue to accept card payments and every driver is also a member of the Protecting Vulnerable Groups scheme, managed by Disclosure Scotland.
The company said these arrangements reflect information gathered through regular online surveys and feedback forms. QR codes in cabs allow passengers to submit their views.
The meter guarantee applies when both the pick-up and drop-off points are within Glasgow. Passengers are able to see the sticker before a journey begins and are reminded that card payment is accepted.
Glasgow Taxis said the policy was designed to make fares clearer for passengers and reinforce its stated commitment to safety, value, fairness and transparency across the city.
