I don't know if this is a case of Councils know best or Magistrates know best but one thing is for sure and that is the magistrates won.
If you read between the lines of the circumstances surrounding the original offence it would appear to me that this mans story of how he obtained the forged insurance is far from convincing. However the point is being fit and proper to drive members of the public and as far as the Magistrates are concerned, he is.
Perhaps time will tell if the Magistrates were right or wrong?
