As for "massive risk" very few plates go for more than a single years takings, hardly massive, but when you constantly think small as you do anything over 1 is fearful.
There goes another argument against derestriction

A thing is worth whatever a person is prepared to pay for it, buying a plate is not compulsary. If you dont think it a good business proposition for you don't buy. Obviously many have found it suited them and have made a living, even a good living from it. That's how business works. Customers ask for a Taxi, there is a demand for Taxis it is a business title everyone understands. PH don't attract the same value because they don't have the same kudos, the public pays for and should get a Taxi when they order one. Let me put in in terms that fit your area of experience and lifestyle, when you go to the massage parlour you pay for a woman, if that lady turned out to be a man in drag you would not be happy, there again I don't think you would be bothered either way. Bad example for this argument you got me on this one.
