Well if you have an all-saloon taxis area then unless it's a restricted area if you make WAVs mandatory then numbers will in all probability decrease. Wasn't the taxi sector wiped out completely in one rural area when the council mandated WAVs?

Where there's less rank work the benefits of having a taxi plate as opposed to PH is obviously more marginal than where there's lots of public hire work, ie the more urban areas. Thus a rural saloon taxi might get the odd public hire job thus that justifies having a hackney plate, whereas if a WAV is require then the odd job might not justify the extra expense.

Even where there's a fair bit of rank work there seems little doubt that mandating WAVs would force many saloon owners into PH only.

As for the other point, clearly WAVs are less accessible to many people who have mobility problems but who aren't in wheelchairs.

Do you mean What about buses being wheelchair accessible?

In Lincolnshire the Council have spent squillions raising the height of bus stops for accessibility, and all the newer buses are wheelchair friendly.

How do you force one owner to go WAV, and let another retain his Saloon?

You can't let the WAV owners have preferential use of busy ranks, can you?
