The reason these people are fighting towards a single licence for limousines is simple. They know the Shedule 6 days are numbered. From what i gather they have clung to the shirt tails of 8 seaters hopeing for there support in numbers. Most of which do not care for the 16 seater limos.

And how can they be called limousines? there bloody awfull looking things. A nice clean tidy 8 seater has better presence i feal, and more class.

Make them ALL go through the COIF system. If there getting the money they say they are, then finacialy this should not be a problem.

Maybe the 16 seat minibus boys should work this scam and save themselves a fortune in legit operations.

I found one firm today who hire out limos for up to 14 people under the schedule 6 sham. The conversation went something like this.

Good Morning, do you hire limousines for 16 passengers?

Reply: I'm sorry, we only hire limousines for up to 14 passengers.

Excellent, can you advise me what the cost would be for a three hour hire?

Reply: 400 pounds.

Would I have to supply my own driver?

Reply: No, we will put you in touch with an agency who will supply a driver.

I prefer to supply my own driver would that be possible?

Reply: In that case we would require a thousand pounds deposit.

Would the thousand pounds deposite be waived if I used one of your agency drivers?

Reply: Yes it would.

Can you inform me if my driver requires a PCV license in order to drive the vehicle?

Reply: Yes they will, it is the insurance company who requires the thousand pound deposit as an excess and they also stipulate the vehicle can only be driven by someone who holds a PSV licence.

In that case is the hire of the vehicle classed as being used for hire or reward?

Reply: Technically yes.

So it seems there is at least one person out there who might contemplate hiring out his vehicle on payment of one thousand pounds deposit. However I suspect the one thousand pounds deposit is more likley to be used as a deposit to safegaurd against breakages or damge to the furniture inside the vehicle, as against any damage that might be sustained through a road traffic accident?

It is significant that the one thousand pound deposit is waived for the agency driver and not for the man in the street who holds an equivelent license? However considering the agency driver is carrying on a business of hire or reward then it may be that he or she has specific insurance cover themselves for any excess? It has always been my understanding when hiring a self drive vehicle and I must admit I've hired quite a few that for a small payment any excess liability can be waived.

I was in glasgow city centre last night sitting at the traffic lights when i drove alongside one of those huge 16 seater limos.As i swung up beside it waiting for somebody to come out of the hotel. Loads of drunken women came out, i could see it was a hen night. So they all climbed into this limo so i counted them there were sixteen went in. I wasnt aware or the regulation for those 16 seater limos.

Neither is anyone else including them and the cops

Only two things are going to happen to ensure these things are fully licensed/checked/vetted.

1) The gov (both north and south of the wall) bring in proper legislation which allows them to do their job, but with safety checks on drivers/vehicles/operators ala us.

2) A number of people are killed in an accident and the insurance company say f*** off.

Let's hope it's number one.

Remember the self drive insurance policy has been inspected by the Police (legal dept) and VOSA,s etc + the underwriters and their legal dept before it could be released!!

Maybe your in the wrong job JD ? you seem to know more than some of the top legal ppl in the country?

As for the contract limo man sends you , i hope you enjoy it because i doubt very much that coming from an anti over 8 seater man it will be a proper and correct form. Still ......have fun barking up completely the wrong tree.

Interesting point made a while back about the amount of hours a driver of a limo works, Hmmmm i think a wasps nest could open up on both sides of the table with this point!!!!


AS for COIF .......well that,ll be gone in 18 months as EU whole type approval takes over, which from what i understand wipes out the use of any normal saloon car for taxi ph purposes and only allows for Eurobuses etc even doblo,s may not get through, time you boys got onto this or it may creep up and bite you.So limos will have to conform to EU WTA from April 2009 to register and operate them in the UK, well we will see, but there is also another goverment body which tests and approves these and many other vehicles ,you chaps really should spend more time watching over your own shoulders and making sure your own livelyhoods dont get crushed under EU regs , from what i see on here theres very little good advice about up and coming legislation and whats there is very vague.

Surely JD you should be advising your troops on here about imminent changes to the taxi/ph trade instead of trying to impress everyone with your limited legal knowledge!

I on the other hand will carry on with gaining EU WTA on a Chrysler 300 (something we are only a matter of months away from). Then we will see whether you guys have a problem with licensed limos, as the new EU regs will allow a type approved limo to be fully licensed and ply for even more of your valuable customers or maybe thats what your afraid of JD maybe
your crusade is actually fear of competition?

Deaths in limos = 0
Deaths in taxis =????
Illegal Limo ops= well, less than 10 proved so far!
Ilegal taxis= OVER 30,000
