Not the flagfall per se, but they do ask the fare for a short journey. The point being that you said that people wouldn't bother what the flagfall is if the price at the end is the same, but while that may hold true for a longer journey a change in the flagfall could have a major impact on a short fare, thus to that extent customers will think it relevant.

Around here the PHs have meters which are set exactly the same as the hacks

So the punter that got into my cab earlier, to go to City Hall, might have been put off, if he had asked how much is your flagfall, (£2:20) rather than how much to City Hall? (£2:80)

I have been asked why the meter doesn't start at zero.

I've travelled in cabs all over the world, and have never seen one that does.
