I don't know about councils not prosecuting but a court of law won't be interested in whether or not council will or won't licensed a limo. A court of law will tell you that if a council won't license you then there is an appeal process and that is the route you must take.

In the event of a prosecution the court will look at the facts and if any person uses a vehicle for hire or reward on a public road without all the correct licenses then there can be only one result. If you think the vehicle operator is going to walk out of court with a smile on his face then I would think again because there is a library of case law that says otherwise.

I Think not if your council will not license it means that you are unable to operate a limo business in that councils district.
Pubs, Clubs, Betting shops, massage parlours, taxi ,that cant get licenses from there councils, dont just trade on. what makes limos different from any other business.... You would have to plead guilty as you know you have no license...

The council will license them, just not their motors.

And the last time I looked limos don't have human rights. :wink:

But the limos are part of their working tools, like i said i will await a case study as i bet 1 will happen very soon, not that i care im just seeing it from both sides of the coin here :D

It would make an interesting case, but will never happen as it will cost, well think of a very big number and double it, and take a number of years to come to a conclusion.

I wont to be a licensed hangman but the department of trade wont grant me a license , can I apply under the human rights bull sh't

Actually I think you will find that England still has a hangman. The death penalty is still in place for some offenses.
