I think the issue is that drivers can't work there, unless they join a taxi firm costing £5,000 (ish) a year.
Now if your an operator then that's just fine, but if your a driver that just wants to work the ranks, then that's not so fine.
What then happens if another firm buys up another rank, will the cab drivers have to pay two sets of office rents, just to work as a taxi?
I could go on, but I would love to know what act stops a licensed taxi driver picking up a customer off a rank in their area. A permit is one thing, office rent is another.
