Of course, it's all very easy peasy to avoid them, according to the councillor quoted at the end.

Cab driver issued with £650 costs for illegal parking in Sipson

A LONDON cab driver has been prosecuted for parking in a Hillingdon street, close to Heathrow, in contravention of a Hillingdon Council order.

He was charged with ignoring a Public Spaces Protection Order (PSPO) and not paying a Fixed Penalty Notice (FPN).

Dane Tonlin, of Lewisham, was ordered to pay a fine of £220, a victim surcharge of £88, and prosecution costs of £350 at a hearing at Ealing Magistrates' Court.

The case was proved in his absence by a single justice, a procedure which allows magistrates to deal with less serious cases without the need for the defendant to be present.

In February, Hillingdon introduced an order prohibiting taxis, chauffeurs and private hire vehicles from waiting in residential streets in the Pinkwell, West Drayton and the Heathrow villages, unless they were collecting or dropping off passengers there.

During a routine patrol in May, Tonlin’s stationary vehicle was caught waiting in Doghurst Drive, Sipson, by an environmental enforcement officer.

The officer issued an FPN of £100, discounted to £50 if paid within 14 days. Despite a final warning, Tonlin did not pay the penalty.

The PSPO was introduced to help prevent nuisance caused by drivers frequently parking in residential spaces.

Residents complained they blocked driveways, littered, urinated and defecated publicly, as well as causing air pollution by idling.

Since its introduction, the council has issued 6,252 FPNs to taxis and private hire vehicles.

Cllr Wayne Bridges, Cabinet Member for Community and Environment, said: “The drivers of these vehicles are already provided with official designated waiting areas within the airport perimeter, yet many continue to disregard this.”

:roll: :roll: :roll: if they all used them they would be full and they cost money which is why Ph and the odd Cabbie park elsewhere anyway If I was him I wouldn't moan 6000 + FPN's must be worth a few grand in revenue to the council even after issuing costs

I kind of reframed the article via the thread title, which I thought was the more interesting angle (the press piece framed it in terms of the individual driver who was prosecuted), but the Evening Standard's rehash has also reframed it in terms of the wider issue as opposed to the individual driver's case :-o

Can't see much different in the piece apart from the emphasis and ordering, but there's also a quote from local 'socialist'/Corbynista MP John McDonnell, or at least a quote in the form of a House of Commons Early Day Motion:

Funnily enough, back in the summer McDonnell asked a Commons question about capping PHVs (which I don't think is on here) which I assumed was related to the usual cronyism and grift, but it may well be related to the stuff above:

But in view of that and the more recent response of Transport Secretary Heidi Alexander to the London Assembly request for a cap, it looks like the Labour Government not keen on one [-(

My guess is that the Labour government doesn't give two hoots, but the pen pushers in the DfT do.
