Glasgow drink driver almost four times over limit refused private hire licence

Police Scotland argued the applicant is not 'a fit and proper person' to drive private hires and the city's licensing committee decided to turn down his bid.

A man who was caught almost four times over the drink-drive limit has been refused permission to work as a private hire driver.

Police Scotland objected to Dila Ram Gaire’s application, arguing he is not “a fit and proper person” to hold a licence.

An officer told councillors that although the conviction, from 2017, was spent, it had been deemed relevant to the licensing committee.

She said the applicant, who had not declared the conviction on his application, had been fined £500 and disqualified for 20 months after the incident.

He was found to be driving with “84mg of alcohol in 100ml breath, exceeding the prescribed limit of 22mg of alcohol in 100ml of breath”, the committee heard.

Cllr Alex Wilson asked the applicant: “How much alcohol did you actually consume?”

He claimed he had only had “two glasses of beer”, and later said he was “really sorry” for his behaviour.

Cllr Wilson said: “This is a very serious matter, you got into your car after drinking. Your senses are impaired, you could have killed someone. You could have caused an accident.”

The applicant, a restaurant worker looking to change career, said he no longer drinks after the incident. He claimed he had not declared the conviction on his application form as a friend told him it was not required after five years.

Not being honest on day 1 is not a good look, and clear evidence that you are not 'fit and proper'.
