Not much to see here - literally. Not sure why Devon & Cornwall Police would post a photo like this at the top of their official news release, which cuts off part of the suspect's head. The Devon Live rehash at least includes the top of his head (second photo below):

Image: Devon & Cornwall PoliceOfficers are seeking the public’s help to identify this man in connection with a serious assault in Torquay.A man was assaulted by another man in the taxi queue on Vaughn Parade in the early hours of New Year’s Day. The attack followed a dispute over a taxi.
The victim, in his 40s and from Torquay, sustained serious facial and ankle injuries which required hospital treatment.
Police investigating the incident would like to identify the man pictured as they believe he may be able to assist with their enquiries.
Anyone who recognises him or has any information which may assist with the investigation is asked to come forward.
