But, of course, the main impetus would normally come from local operators - if operators don't get a Wolverhampton licence then no point in the local drivers getting them either, because they wouldn't be able to work for them.
Not sure how difficult it is for operators in the likes of Dudley to become a Wolverhampton-licensed operator, but wouldn't it require one of those fake/ghost offices in Wolverhampton, for example? Not sure how difficult all of that would be. But interesting that Wolverhampton recently reduced fees for badges and plates, while increasing those for operators?
But a 2.3% rise after static fees for a 'number of years' doesn't really seem like a hill worth dying on, at least for individual drivers
