Private hire licence refused after man convicted of assault in pub

Councillors decided not to grant the new licence to Efrem Gebrekristos to drive for a living at a meeting yesterday.

A Glasgow man was refused a licence to drive a private hire car after being convicted of assault when he banged a friends’ head against a table in a pub.

Councillors decided not to grant the new licence to Efrem Gebrekristos to drive for a living at a meeting yesterday. Police had objected to Mr Gebrekristos obtaining the licence in light of his criminal record.

A Police Scotland sergeant told the licensing and regulatory committee that Mr Gebrekristos was not a fit and proper person to hold a licence.

The sergeant described how he put a man in a chokehold and slammed his head across a table in a pub at closing time in 2018, it is understood.

He was sentenced to carry out unpaid work as part of a community payback order.

An agent representing Mr Gebrekristos told councillors his client had got into an argument that escalated with a friend. He said it “wasn’t a random attack on a random individual.”

Pointing out how Mr Gebrekristos was surviving on universal credit benefit, he said his client realises it is a “serious matter” and there have been no issues with the police since.

Committee chair, councillor Alex Wilson, expressed concern that if Mr Gebrekristos could do that to someone he knows there would be the potential to use violence against a member of the public.

After considering the case in private, councillors were split on whether to block his licence application. Councillor Wilson seconded by Councillor Leodhas Massie voted to refuse the application while Councillor Hanif Raja, seconded by Councillor Eunis Jassemi moved that the application be granted for one year with a warning issued over future conduct.

Councillor Wilson had the final deciding vote so the application was refused.

So he's back for another go. Must be desperate. But banging someone's head on a table is a serious assault, whether it's a friend, or however many times he did it :-o


Man who assaulted friend refused private hire licence

A MAN who slammed his friend’s head against a wall after a pub argument has been refused permission to drive private hires in Glasgow.

The city’s licensing committee decided to refuse Efrem Gebrekristos’ bid for a licence for a second time, following a court appeal.

He had initially been rejected in November but his case was remitted back to the committee after the appeal.

Police Scotland argued Mr Gebrekristos is not “a fit and proper person” to hold a licence due to an incident in November 2018.

An officer told the committee the applicant had been convicted of assault after he “stood up from his table, grabbed a male round his neck, put his right arm in a chokehold, slamming his head against the wall next to the table several times”.

He was ordered to carry out 100 hours of unpaid work after the incident.

A solicitor representing the applicant told the committee there had been a “slight embellishment” in the police report and the court had accepted Mr Gebrekristos had not slammed the man’s head “several times”.

He said this was his client’s only conviction and he has taken part in anger management sessions since. He has also given up drinking, the committee heard.

The solicitor said Mr Gebrekristos can “be a person who contributes to society” and was “asking for an opportunity”.

“The person that was involved in that charge isn’t the person who stands before you today,” he added.

Cllr Alex Wilson, SNP, who chairs the committee, said: “Even if we remove the ‘several times’, it’s still assault. That’s what we have to take into consideration.

“Ultimately, the words ‘slamming his head against a wall’ still doesn’t sit right with myself to be honest. I understand he’s in a different place now.”

Addressing Mr Gebrekristos, he added: “Being a private hire driver in this city is very challenging in terms of who you are dealing with.

“You are dealing with people who are either drunk, have taken recreational drugs, who will push every button you’ve got, how are you going to deal with that?”

The applicant said he would call the police.

If he's going to be phoning the police about aggressive everyday drunks and drug addicts, he'd never be off the phone :-o

But, in reality, he simply wouldn't bother, unless it was something very serious :-|

But, as regards this particular individual, we'll never find out anyway...
